法治作为治理的核心手段，对于协调利益关系、化解社会矛盾、规范社会行为、维护社会稳定、促进公平正义、确保长治久安具有不可替代的重要作用。是革故鼎新、增活力、添动力的过程，法治在其中发挥着凝聚共识、排除障碍、巩固成果、有序推进的重要作用。
The rule of law is the cornerstone of effective national governance. It plays a vital role in balancing interests, resolving social conflicts, regulating social behavior, maintaining social stability, promoting fairness and justice, and ensuring long-term and stability of the country. Reform, as a process of discarding the old and bringing in the new, relies on the rule of law to build consensus, overcome obstacles, consolidate achievements, and ensure orderly progress.
自的以来，我们将全面深化与全面依法相结合，纳入“四个全面”战略布局。我们坚持在法治框架下推进，在中完善法治，使法治与相互促进、同步推进。我们注重运用法治思维和方式解决难题，有效发挥法治对的引导、推动、规范、保障作用，以全面依法的显著成效推动向纵深发展。
Since the 18th CPC National Congress, our party has integrated law-based governance into the Four-Pronged Comprehensive Strategy. This integration has allowed us to advance reform while strengthening the rule of law. We emphasize the importance of using law as a thinking and action tool to address challenges of reform, utilizing the rule of law to guide, advance, regulate, and guarantee our reform efforts. The impressive progress we have made in advancing the rule of law has served as a driving force for deepening reform.
To further deepen reform, we must move steadily forward on the track of the rule of law, ensuring that all major reforms have a legal basis. We maintain alignment between reform and legislative decisions, considering the legal basis when studying reform plans and measures. When new laws are needed, we promptly present legislative requests and proposals to advance the formulation of relevant laws. We prioritize legislation in key sectors, emerging fields, and foreign-related areas. For pilot programs that require authorization but are not yet ripe for full implementation, we seek authorization through proper legal channels. We also revise or repeal existing laws that are incompatible with reform to ensure they do not hinder our reform efforts.
运用法治的力量巩固和拓展成果至关重要。在实践中证明有效的经验和做法应及时上升为法律，使之成为普遍遵循的行为规范。我们还需深化法治领域，协同推进立法、执法、司法、守法各环节的。完善法律面前人人平等的保障机制，弘扬社会法治精神，提高全体社会成员特别是领导的法治素养。让法治、法治权威、法治效用贯穿和体现于每一项的实践中。
It is crucial to harness the power of the law to cement and expand our reform achievements. We must codify proven effective practices into law to establish universally binding norms. We must also deepen reform in the rule of law field and coordinate reforms across all links from legislation to law enforcement and compliance. We must improve mechanisms to ensure equal protection under the law for all, promote the ethos of socialist rule of law, enhance legal literacy among all members of society, especially leading officials. Our faith in the rule of law, its authority, and its effectiveness must be reflected in every aspect of our reform practices.
